Job description/Person specification

Specific Responsibilities
• Responsible for safe delivery of the Maritime Combat and Communication Information Systems Programmes
• This role will have a significant impact to the success of the customer and to financial performance at Business level

Knowledge, skills and Personal Qualities Required
• Project Management competence equivalent to IPMA level B
• Strategically focused
• Able to exercise good commercial judgement
• Strong negotiation skills
• Able to build confidence with senior stakeholders
• Relationship builder at senior levels
• Strong understanding of budgeting and resource allocation
• Broad knowledge of the wider Defence and Security context
• Wide knowledge of Royal Naval combat and communication systems
• Broad knowledge of maritime domain business drivers and stakeholders across MOD and Industry.
Key Accountabilities
• Provide focused leadership for the safe and effective delivery of Portfolio of projects, primarily in the maritime communications and networks, delivering to customers in MOD Defence Equipment and Support, Navy Command, and Joint Force Command to:
- Secure new business
- meet contractual obligations
- achieve excellent customer satisfaction
- deliver contracted (or ahead of) schedule and cash flow
- achieve as contracted (or improved) margin
- provide accurate financial forecasts

• Delivery of a key Portfolio that:
- includes a mix of standard, major and complex projects with critical interdependencies
- includes an element of complexity or significant risk that could have an impact forms a legal/regulatory, operational effectiveness and reputational perspective
- includes success criteria that is difficult to achieve and will have a major impact on the success of the customer  
- involves a broad range of senior stakeholders often with competing interests
- includes a number of subcontracts, some with significant development work on the critical path.
- is delivered through a large multi-disciplinary project team across multiple locations
- has tight timescales and/or challenging budgets
• Application of appropriate project governance in-line with the QinetiQ Operating Framework
• Leadership of the Portfolio team
• Develop and maintain relationships with the customers
• Management of external and internal stakeholders
• Development and delivery of follow-on work opportunities
• Generate accurate work load forecasts to support resource planning within the business and functions
• Develop and maintain key project document s including Project Management Plan, Risk Register and Project Reporting Pack
• Effective communication to internal stakeholders of project progress, risks and timely escalation of project issues
• Conduct Lessons Learnt during the course and at the completion of each project
Essential Qualifications
• RPP qualification or equivalent
• Previous demonstrable experience of delivering Programmes within the Maritime domain
• Degree qualified or equivalent
